No: Mostbet’s real-money betting and casino services cannot lawfully be offered in India under the current central prohibition on online money games. A foreign licence, an accessible website or the ability to open an account does not remove that prohibition.

This guide explains the legal basis, the limits of the Curaçao licence and the records to preserve if you already have a balance or a pending withdrawal. Sources were checked on **13 October 2026**; this is a dated assessment, not a guarantee that the law will remain unchanged. It provides general information, not individual legal advice.

## What is prohibited, and when did the law take effect?

The central Act prohibits offering online games involving money or equivalent stakes in expectation of monetary winnings, advertising them and facilitating payments as specified in the Act. The Act took effect on 1 May 2026, as did the final Rules.

The main source is the [Promotion and Regulation of Online Gaming Act, 2025, Act No. 32 of 2025, published by MeitY](https://www.meity.gov.in/static/uploads/2025/08/dd5d971e6e54b3949f57cee34c8e5026.pdf). Section 1(2) covers services offered in India, including from abroad; sections 2(1)(g) and 2(1)(j) define the relevant games and stakes; sections 5–7 establish the prohibitions.

Three dates need to be distinguished:

- **22 August 2025:** the Act received presidential assent. Assent was not itself the commencement date.
- **22 April 2026:** notification S.O. 1994(E) set the Act’s commencement for 1 May 2026. This is recorded in the official [India Code commencement footnote](https://www.indiacode.nic.in/bitstream/123456789/22148/1/a2025-32.pdf).
- **1 May 2026:** the Act and the final Rules, G.S.R. 303(E), came into force. For the Rules, the date appears expressly in [Rule 1(2), printed page 13](https://www.meity.gov.in/static/uploads/2026/04/7e0b02d37fd07f81fa48578a9996aa85.pdf), and is also confirmed by [PIB](https://www.pib.gov.in/PressReleasePage.aspx?PRID=2254606).

No Mostbet-specific regulatory determination or prohibition order was found in the materials checked. The conclusion about Mostbet’s real-money betting and casino services applies the statutory wording to that type of service; it is not a claim that the regulator issued a Mostbet-specific decision. If you face a personal legal issue, consult the current official text of the law and seek legal advice.

Under section 18, the Act operates in addition to other laws and prevails where there is an inconsistency. State laws therefore remain relevant, but they do not provide a way around the central prohibition.

## What does a foreign licence prove?

A Curaçao licence establishes a particular foreign regulatory status, not local authorization in India or reliable payouts. Website identity, the legality of offering a service and the actual receipt of money are separate questions.

| Question | What the evidence establishes | What it does not establish |
|---|---|---|
| Can real-money betting lawfully be offered in India? | The central Act prohibits the services described above | A foreign licence does not override that prohibition |
| Is there a current foreign certificate? | The checked CGA certificate showed Active on 13 October 2026 | This is not local authorization in India |
| Which website does the certificate identify? | It identifies the exact domain mostbet.com | It does not establish coverage of other domains or apps |
| Are withdrawals reliable? | The certificate does not establish the outcome of a particular request | It does not guarantee a payout, a payment deadline or a refund |

That is why “Is Mostbet real or fake?” cannot replace a legal check. Even a website matching a foreign certificate cannot, on that basis alone, be treated as lawful in India or safe for your money.

## How can you check Mostbet’s certificate?

Open the official certificate on cert.cga.cw and compare the exact domain, company, licence number and status. You do not need an account, a bet or a payment to perform this check.

The [official CGA certificate](https://cert.cga.cw/certificate?id=ZXlKcGRpSTZJbTVNU0ZsbVMwazNkV1V6VVRWT2FEQnFUaTlDYkdjOVBTSXNJblpoYkhWbElqb2ljRFJ5UlU1bVdrVXhSbXRhYjNaa1NYVmhVemcwWnowOUlpd2liV0ZqSWpvaVpXWTBPVGt6WmpCaFpESTVPREU0TUdVeU1tWTBaVE0yTjJReE5UZzJNemswWkdKbVlUazRZVEl6T1RjeFptSTVOemhpTURjd1pqSXhaV0UwTlRGak9TSXNJblJoWnlJNklpSjk%3D), checked on 13 October 2026, listed:

- Domain: **mostbet.com**
- Company: **Bizbon N.V.**
- Company registration number: **141081**
- Gaming licence number: **OGL/2024/597/0249**
- Grant date: **23 September 2025**
- Status: **Active**, the exact status label on the certificate

Company registration number **141081** is not the gaming licence number.

To reproduce the check:

1. Open the linked certificate and check that its address is on **cert.cga.cw**, not a lookalike domain.
2. Compare **mostbet.com**, **Bizbon N.V.**, the licence number and the status with the details above.
3. Compare the live page with the screenshot. If the details have changed, the saved image establishes only the earlier snapshot.
4. Do not extend the result to arbitrary lookalike websites or apps.

This check does not establish authorization in India, the fairness of individual games, the offshore operator’s solvency or withdrawal speed.

## Do skill, age or payment method change the answer?

For this prohibition, the key factors are a stake and the expectation of monetary winnings, not whether the result depends solely on chance. Being an adult or using INR, UPI, cryptocurrency or a VPN does not itself make the service lawful.

Section 2(1)(g) of the [Act](https://www.meity.gov.in/static/uploads/2025/08/dd5d971e6e54b3949f57cee34c8e5026.pdf) expressly covers games based on skill, chance or both. Section 2(1)(j) includes money-equivalent stakes, including purchased tokens. Changing the game’s name or the payment rail therefore does not resolve the legal issue. Availability in an app store is not evidence of authorization either.

**Hypothetical example:** a ₹100 bet with a possible total return of ₹180 is a paid stake made in expectation of winnings. The ₹180 is a gross return, not profit. This illustrates legal classification, not actual Mostbet odds or a payout promise.

An ordinary ₹100 subscription with no stakes and no prizes convertible into money is different: the subscription payment alone is not a stake made in expectation of winnings. This does not approve any particular platform. Its full terms and functions still matter.

Esports prizes also need to be distinguished from spectator betting. A prize awarded to a competitor and a spectator’s wager on the result are different activities. Section 2 separately describes esports and non-stake social games. The [final Rules](https://www.meity.gov.in/static/uploads/2026/04/7e0b02d37fd07f81fa48578a9996aa85.pdf), including Rules 9, 10, 12 and 15, provide classification and registration procedures; they do not create a licence for prohibited online money games. This does not mean every non-stake social game necessarily requires registration. A live regulator register was not independently checked.

Paying tax or filing a tax return does not authorize a prohibited service. If you already have related receipts or balances, discuss any separate tax obligations with a tax adviser.

## What penalties apply, and what about ordinary players?

Section 9 sets penalties for specific conduct: offering a prohibited service, advertising it and breaching the payment-facilitation prohibition. Merely having an ordinary player account cannot automatically be equated with those activities, but that distinction is not a promise of immunity.

For initial offences, [sections 9(1–3), printed page 6 of the Act](https://www.meity.gov.in/static/uploads/2025/08/dd5d971e6e54b3949f57cee34c8e5026.pdf), provide these maxima:

| Conduct | Maximum imprisonment | Maximum fine |
|---|---:|---:|
| Offering a prohibited service — section 9(1) | 3 years | ₹1 crore — ₹10,000,000 |
| Prohibited advertising — section 9(2) | 2 years | ₹50 lakh — ₹5,000,000 |
| Breaching the section 7 payment-facilitation prohibition — section 9(3) | 3 years | ₹1 crore — ₹10,000,000 |

The Act provides for imprisonment **or** a fine **or both**. These are maximum penalties, not the mandatory outcome of every case. Repeat offences have different penalty ranges.

Liability depends on what a person actually does and which laws apply. It would be wrong to assign the service-provider penalty automatically to an ordinary player, but equally wrong to conclude that players face no legal risk. If the question concerns your own payments, advertising or involvement in organizing a game, seek advice from a qualified Indian lawyer who can also assess the relevant state law.

## What should you do about an existing balance or delayed withdrawal?

Stop making new deposits, preserve evidence and ask for a written explanation through a support channel you have already verified. These are practical precautions for an existing balance, not a refund guarantee or a claim about the usual causes of Mostbet withdrawal delays.

Keep:

- Actual payment receipts and transaction confirmations.
- The exact domain where you used the account.
- The withdrawal request date, amount and currency.
- The displayed request status and screenshots.
- Correspondence with support.

Through your existing verified support channel, ask for a **written reason for the delay and a case ID**. Record the withdrawal request separately from money actually received in your bank or payment account: a request is not proof of receipt.

Do not send additional money in response to an unexpected demand for a withdrawal “unlock”, tax or fee. Do not share one-time passwords or allow a remote session on your device. These are general safeguards, not an allegation that a particular Mostbet fraud scheme has been established.

If you suspect financial cyberfraud, promptly contact your bank or payment provider, then use **1930** or the official [cybercrime.gov.in](https://cybercrime.gov.in/) portal. These reporting channels are identified in the [Ministry of Home Affairs statement of 6 April 2022](https://www.pib.gov.in/PressReleaseIframePage.aspx?PRID=1814120&lang=2&reg=48). A routine payout dispute is not automatically fraud, and reporting does not guarantee recovery.

Rule 20 of the [final Rules](https://www.meity.gov.in/static/uploads/2026/04/7e0b02d37fd07f81fa48578a9996aa85.pdf) provides a grievance process for social games and esports. It should not be presented as a promised Mostbet refund mechanism. There is also no verified universal refund deadline here.

Base decisions about an existing balance on documented facts, information from verified support channels and advice from a qualified lawyer familiar with Indian law.

## FAQ

### Does being a foreign citizen in India change the answer?

Foreign citizenship does not itself create an exception for offering prohibited services to someone in India. The central Act covers services offered in India, including from abroad. Your personal liability depends on your conduct and the applicable laws; discuss those circumstances with a qualified Indian lawyer.

### Can an app or VPN get around the prohibition?

No. An app or VPN changes how you access a service, not its legal classification. An accessible website or app does not prove local authorization in India. This is a legal distinction, not a finding from a current Mostbet availability test.

### Does paying with cryptocurrency make a bet lawful?

No. The statutory definition is not limited to payments in rupees: it covers money and other equivalent stakes. Changing the payment rail does not make a prohibited service lawful.

### What records should I keep for a withdrawal complaint?

Keep payment receipts, the exact domain, the withdrawal request date, the amount and currency, the displayed status, and correspondence. Ask the support channel you have already verified for a written reason for the delay and a case ID. These records help establish what happened but do not guarantee recovery.

### Does the CGA certificate cover every Mostbet website and app?

No. The checked certificate identifies mostbet.com and Bizbon N.V. It cannot automatically be extended to other domains or apps. Its Active status on 13 October 2026 does not establish authorization in India or guarantee a payout.
