One plays four hours a day on the Strip. The other drives fifteen minutes east to a locals place on Boulder Highway and plays the same amount, same bet size, same kind of machine. After four days the second one still has money on the ticket and the first one has been to the **atm** twice.

Nothing mystical happened. Nevada publishes what every casino floor returns, and the gap between those two zip codes is real, measurable, and worth about \\$149 across sixteen hours of play. That is not the difference between winning and losing. It is the difference between your bankroll surviving the trip and not.

The numbers below come from the Nevada Gaming Control Board's own monthly revenue report, covering the 12 months from 1 June 2025 to 31 May 2026. Most pages that rank for this question either name a dozen casinos with no data attached, or quote figures from the 2019–20 fiscal year, which was the pandemic year and is six years stale.

## Quick answer: which Las Vegas area pays back most

The loosest slots in the Las Vegas valley are on the Boulder Strip, the locals corridor along Boulder Highway. The tightest are downtown, not on the Strip, which surprises almost everybody.

### The numbers that matter

| Zone | Payback, 12 months to May 2026 | Kept by the house per \\$100 played |
| --- | ---: | ---: |
| Boulder Strip (locals) | 93.50% | \\$6.50 |
| Rest of Clark County (Henderson, Summerlin, outlying) | 93.49% | \\$6.51 |
| North Las Vegas | 92.41% | \\$7.59 |
| Las Vegas Strip | 92.26% | \\$7.74 |
| Downtown Las Vegas | 91.55% | \\$8.45 |
| Nevada statewide | 92.89% | \\$7.11 |

### The catch nobody mentions

Nevada never publishes payback for an individual casino. The reporting rules group licensees into areas with a minimum of four locations per group, so no single property can ever be isolated. Every "top 11 casinos with the loosest slots" list you have seen either invented the percentages or borrowed them from a state that does publish by property, like [Iowa or Missouri](/blog/which-casinos-have-loosest-slots).

The second catch is denomination. Where you play matters, but what you feed the machine matters more, and on the Strip the usual rule breaks in a way we cover further down.

## Disclosure

This site earns commission when a reader signs up with an operator through our links. That funding pays for the data work behind pages like this one, including parsing the state gaming reports by hand. It does not change the numbers. Every payback figure here comes from a government source that we name and link, and no operator can buy a better position in any table on this page. Where the data does not exist, we say so instead of filling the gap.

Gambling is entertainment with a negative expected value. The tables below help you lose less per hour. They do not create a way to win.

## What "loose" actually means on a slot floor

Players use "loose" to mean "this machine pays." Regulators measure something specific, and once you see the definition, most casino floor folklore falls apart.

### Payback, hold and why the state calls it "win percent"

The Nevada report does not use the word payback at all. It reports win percent, defined in the introduction as the win amount divided by the total dollar amount played by patrons. So if players cycle \\$100 million through a zone's machines and the casinos keep \\$7.74 million, the win percent is 7.74 and the payback is 92.26%.

That distinction matters because the number you care about is not the casino's cut of your deposit. It is the casino's cut of your total action, which includes every dollar you win and immediately put back in. Cycle \\$100 through a machine at 92.26% and you get roughly \\$92 back, which you then replay, and so on. Twenty replays later the original \\$100 is mostly gone even though the machine "paid" on every single spin. Our [session simulator](/casino/session-simulator) shows that decay curve if you want to watch it happen with your own bet size.

### Why one machine tells you nothing

The published figure is an average across tens of thousands of machines over a full year. On the Strip alone that is 35,174 units. Any individual game can be set anywhere from the legal floor upward, and a few hundred spins tells you nothing about where it sits. Variance swamps the signal completely. That is why the honest version of this article is a zone table, not a machine recommendation.

To understand how much noise a normal session contains, the [slot machine math guide](/blog/how-to-win-slot-machines-math) walks through the distribution rather than the average.

## Las Vegas payback by area: the full table

This is the whole state, sorted from loosest to tightest, so you can see where the Vegas zones sit against the rest of Nevada.

| Zone | Machines | Slot win, 12 months | Win percent | Payback |
| --- | ---: | ---: | ---: | ---: |
| Wendover | 3,625 | \\$225.9M | 5.26 | 94.74% |
| Sparks | 4,061 | \\$177.3M | 5.35 | 94.65% |
| North Shore Lake Tahoe | 538 | \\$19.6M | 5.36 | 94.64% |
| Reno | 8,840 | \\$661.4M | 5.54 | 94.46% |
| Carson Valley | 4,095 | \\$136.9M | 6.35 | 93.65% |
| Boulder Strip | 14,275 | \\$897.4M | 6.50 | 93.50% |
| Rest of Clark County | 17,789 | \\$1,537.5M | 6.51 | 93.49% |
| Mesquite | 2,868 | \\$185.6M | 6.80 | 93.20% |
| North Las Vegas | 3,946 | \\$271.2M | 7.59 | 92.41% |
| Las Vegas Strip | 35,174 | \\$5,020.7M | 7.74 | 92.26% |
| South Lake Tahoe | 2,368 | \\$195.5M | 7.93 | 92.07% |
| Laughlin | 5,717 | \\$454.2M | 8.16 | 91.84% |
| Downtown Las Vegas | 10,071 | \\$644.9M | 8.45 | 91.55% |
| **Nevada statewide** | **125,815** | **\\$10,874.3M** | **7.11** | **92.89%** |

Source: Nevada Gaming Control Board, [Monthly Revenue Report](https://www.gaming.nv.gov/about-us/statistics-and-publications/), May 2026 edition, 12-month column covering 1 June 2025 to 31 May 2026.

### Reading the table

Three things stand out.

Northern Nevada beats southern Nevada by a wide margin. Reno at 94.46% and Sparks at 94.65% return more than any Las Vegas zone, because those floors survive on repeat local play rather than tourism.

The Strip is not the villain of this story. At 92.26% it sits mid-pack, ahead of downtown and Laughlin. It is also enormous: 35,174 machines producing \\$5.02 billion, which is 46% of all slot revenue in the state.

The two locals zones are effectively tied. Boulder Strip at 93.50% and the rest of Clark County at 93.49% are within a hundredth of a point of each other. The driver is the customer type, not the neighbourhood.

### Where the Strip actually sits

A 1.24-point gap between the Strip and the Boulder Strip sounds trivial. It is not, because replayed winnings run the edge against the same money over and over. That is what turns one point of payback into a visible difference in how long your \\$600 lasts.

## Downtown is tighter than the Strip, and not just for one year

Ask any forum and you will be told to skip the Strip and play downtown for better returns. The state data says the opposite, and did so in both of the last two twelve month windows.

### What the 2026 numbers show

Downtown returned 91.55% against the Strip's 92.26%, a gap of 0.71 points in the Strip's favour. On penny machines the two are nearly level: 89.31% downtown against 89.46% on the Strip. Downtown loses ground on mid denominations and on multi-denomination games, where it runs 91.62% against the Strip's 92.42%.

We pulled the same report a year earlier to check whether this is a one-off reading. It is not.

| Zone | Payback, 12 months to May 2025 | Payback, 12 months to May 2026 | Change |
| --- | ---: | ---: | ---: |
| Reno | 94.55% | 94.46% | -0.09 |
| Boulder Strip | 93.66% | 93.50% | -0.16 |
| North Las Vegas | 92.54% | 92.41% | -0.13 |
| Las Vegas Strip | 92.04% | 92.26% | +0.22 |
| Downtown Las Vegas | 91.77% | 91.55% | -0.22 |
| Nevada statewide | 92.85% | 92.89% | +0.04 |

Downtown sat below the Strip in both windows, and the two moved apart rather than together. The Strip added 0.22 points while downtown gave up 0.22, so the gap widened from 0.27 to 0.71. One detail cuts the other way: in the year to May 2025 downtown pennies were fractionally looser than Strip pennies, 89.23% against 89.14%. That flipped in the current window.

### Why the myth survives

Downtown casinos market on value: cheap rooms, \\$5 blackjack, free parking, and a general sense that this is where the deals are. Those things are all true. The slot floor is simply a separate business decision, and downtown has fewer machines chasing a visitor who is already there for the price. A locals casino on Boulder Highway is competing with three other locals casinos for a player who comes back every Thursday. That is a different pressure entirely.

There is also a survivorship effect. Downtown floors are dense with older, lower-limit games and heavy foot traffic, so more people play more spins on the cheapest machines, which are the tightest category everywhere in the state.

## Denomination changes the answer more than the casino does

This is the part that actually moves your money. Choosing a different denomination inside the same casino swings payback further than driving across town.

### The zone-by-denomination matrix

| Zone | 1¢ | 5¢ | 25¢ | \\$1 | \\$5 | Multi-denom | All slots |
| --- | ---: | ---: | ---: | ---: | ---: | ---: | ---: |
| Las Vegas Strip | 89.46% | 92.12% | 88.78% | 92.71% | 95.17% | 92.42% | 92.26% |
| Downtown | 89.31% | 94.05% | 92.22% | 93.71% | 93.03% | 91.62% | 91.55% |
| Boulder Strip | 91.35% | 93.97% | 95.72% | 94.87% | 96.59% | 93.77% | 93.50% |
| North Las Vegas | 91.36% | n/a | 95.27% | 95.24% | n/a | 92.53% | 92.41% |
| Rest of Clark County | 91.53% | 95.58% | 95.72% | 94.41% | 97.29% | 93.69% | 93.49% |
| Laughlin | 89.26% | n/a | 92.88% | 93.93% | 95.76% | 92.35% | 91.84% |
| Mesquite | 90.92% | 96.17% | 93.48% | 95.03% | n/a | 93.24% | 93.20% |
| Reno | 93.31% | 91.75% | 93.21% | 94.78% | 94.06% | 94.62% | 94.46% |
| Statewide | 91.13% | 93.97% | 92.44% | 93.63% | 95.25% | 93.05% | 92.89% |

Cells marked n/a mean fewer than three locations reported that category, so the state folds the data into an "other" bucket rather than publishing a thin sample.

A penny player on the Strip is at 89.46%. Walk to a dollar machine in the same building and you are at 92.71%. Drive to Henderson and play \\$5 and you are at 97.29%, better than most online slots. Same city, same day, an eight-point spread.

### The Strip quarter problem

Look at the Strip row again. Quarters return 88.78%, worse than Strip pennies at 89.46%. It is the only place in the entire state where a higher denomination pays worse than a lower one. Downtown quarters return 92.22%; the Boulder Strip pays 95.72%.

We cannot see inside the operators' decisions, so we will not pretend to explain the intent. What we can say is that the Strip quarter bank is a small, shrinking category: 692 machines across the whole Strip against 24,873 multi-denomination units, and thin categories can drift. If you play quarters, the state report says the Strip is the wrong place to do it.

The relationship between denomination and payback is covered in more depth in our guide to [changing denomination on a slot machine](/blog/slot-denomination-strategy), which explains why the same cabinet can hold different math at different bet levels.

### Multi-denomination is now 70% of the floor

Every article you have read on this topic quotes a penny, nickel, quarter, dollar table. That table now describes a minority of the floor. Statewide, multi-denomination units account for 87,819 of 125,815 machines, which is 69.8%.

Multi-denomination games let you pick your bet level on screen, and payback often changes with it inside the same cabinet. That is why the state reports them as their own category, and why a floor-wide "penny slots pay X" rule is less useful every year. Statewide multi-denom sits at 93.05%, above the penny average and below the dollar average, exactly what you would expect from a category that pools both.

## What the difference costs you per hour

Percentages do not change behaviour. Dollars do. Here is the same table in money, using a realistic pace: 500 spins an hour at \\$1.50 a spin, so \\$750 cycles through the machine every hour.

### A four-hour session, same bankroll, different zip code

| Zone | Payback (all slots) | Expected cost per hour | Four-hour session |
| --- | ---: | ---: | ---: |
| Sparks | 94.65% | \\$40.13 | \\$160.50 |
| Reno | 94.46% | \\$41.55 | \\$166.20 |
| Boulder Strip | 93.50% | \\$48.75 | \\$195.00 |
| Rest of Clark County | 93.49% | \\$48.83 | \\$195.30 |
| Mesquite | 93.20% | \\$51.00 | \\$204.00 |
| North Las Vegas | 92.41% | \\$56.93 | \\$227.70 |
| Las Vegas Strip | 92.26% | \\$58.05 | \\$232.20 |
| Laughlin | 91.84% | \\$61.20 | \\$244.80 |
| Downtown Las Vegas | 91.55% | \\$63.38 | \\$253.50 |

These are expected values across many sessions, not predictions for tonight. Any single stretch can end up ahead; over a full trip the average is what shows up on your bank statement.

### A four-day trip

Four days, four hours a day: sixteen hours of play. Same \\$750 an hour.

#### If you play pennies

| Zone | Penny payback | Cost per hour | 16 hours |
| --- | ---: | ---: | ---: |
| Sparks | 94.17% | \\$43.73 | \\$699.60 |
| Reno | 93.31% | \\$50.18 | \\$802.80 |
| Rest of Clark County | 91.53% | \\$63.53 | \\$1,016.40 |
| Boulder Strip | 91.35% | \\$64.88 | \\$1,038.00 |
| Las Vegas Strip | 89.46% | \\$79.05 | \\$1,264.80 |
| Downtown Las Vegas | 89.31% | \\$80.18 | \\$1,282.80 |
| Laughlin | 89.26% | \\$80.55 | \\$1,288.80 |

Strip pennies against Boulder Strip pennies is a \\$227 difference across the trip. That is a flight home.

#### If you play multi-denom or dollars

| Zone | Multi-denom payback | Cost per hour | 16 hours |
| --- | ---: | ---: | ---: |
| Reno | 94.62% | \\$40.35 | \\$645.60 |
| Boulder Strip | 93.77% | \\$46.73 | \\$747.60 |
| Rest of Clark County | 93.69% | \\$47.33 | \\$757.20 |
| Las Vegas Strip | 92.42% | \\$56.85 | \\$909.60 |
| Downtown Las Vegas | 91.62% | \\$62.85 | \\$1,005.60 |

A multi-denom player on the Strip loses less per hour than a penny player at the loosest locals casino in the valley. Denomination beats geography.

Your own numbers will differ because your bet size and pace differ. Put your real figures into the [RTP calculator](/casino/rtp-calculator) and it will return the hourly cost for your actual play rather than our example.

## Why no honest page names a single casino

This is where most competing articles quietly cheat, so it is worth being precise about what does and does not exist.

### How Nevada aggregates

The report groups licensees by county, area and revenue range, with a hard rule stated in the introduction: the minimum number of locations in any revenue range or area group is four. On top of that, if fewer than three locations report revenue for a specific gaming unit, that unit's data gets folded into an "other" category. The design intent is to stop anyone reverse-engineering a single property's performance, and it works. There is no legal path to a Nevada per-casino payback figure.

So when a page tells you that a specific Strip resort runs at 93.4% while its neighbour runs at 91.8%, that number was not sourced. It was produced.

### What Iowa and Missouri publish instead

Other states made the opposite choice. The Iowa Racing and Gaming Commission publishes payback per casino by name, as does the Missouri Gaming Commission every month. Iowa's 19 casinos ran between 89.3% and 90.7% over the three months to June 2026. Missouri's twelve ran between 88.87% and 90.76% in May 2026.

Both spreads are under two points, which is worth sitting with: in the states where you can actually compare properties, the best and worst are closer together than a Strip penny machine and a Henderson dollar machine. The full property-level tables are in our companion piece on [which casinos have the loosest slots](/blog/which-casinos-have-loosest-slots), and the state-by-state view is in [slot payout percentage by state](/blog/slot-payout-percentage-by-state).

## Myths the data kills

Three questions come up in the People Also Ask box for this search every time, and all three have the same answer.

### Time of day

There is no loose hour. A slot machine draws a fresh random number for every spin from a generator that runs continuously whether anyone is playing or not. Nothing in that process reads a clock. The reason players believe otherwise is simple: more people play at night, so more jackpots happen at night, and the jackpot rate per spin never changed.

### Hot and cold machines

A machine that just paid is exactly as likely to pay on the next spin as one that has been dry for two hours. Each spin is independent. Believing otherwise is the [gambler's fallacy](/casino/gamblers-fallacy), and it is the single most expensive belief on a casino floor because it keeps people feeding a machine they think is "due."

### The \\$20 method and player cards

The \\$20 method, which asks you to insert \\$20, spin ten times and walk if you have not doubled up, is a bankroll discipline rule wearing a strategy costume. It does not change the machine's math by a hundredth of a point. It does limit how long you sit on a game you dislike, which has some value, but call it what it is.

Player cards do not tighten machines either. The card system tracks coin-in for comps and is not wired to the paytable or the random number generator. Playing without a card gives up cash back and comps for zero benefit. Whatever the card returns you comes off the loss rates in the tables above rather than changing them.

## Vegas floors against online slots

If your reason for reading this is "where does my money last longest," the honest answer does not stop at the state line.

### Median RTP in our database

We maintain a database of published RTP figures collected from provider certification data. It currently holds 3,764 entries across 15 providers, of which 3,674 are slots. The median published RTP is 96.14%, the tenth percentile is 95.62% and the ninetieth is 96.70%. Only 39 of those 3,674 games publish an RTP below 94%.

| Category | Typical return | Range |
| --- | ---: | --- |
| Las Vegas Strip, penny | 89.46% | Tightest common category in the valley |
| Las Vegas Strip, all slots | 92.26% | 35,174 machines |
| Boulder Strip, all slots | 93.50% | Loosest Vegas zone |
| Best Nevada zone (Wendover) | 94.74% | Small market, 3,625 machines |
| Online slots, our database median | 96.14% | 3,674 games, 15 providers |

A land casino carries a building, a floor staff, free drinks and a location on the most expensive boulevard in the United States. An online game runs on a server. The gap is structural, not generosity.

### The same game can ship at five different RTPs

Most sites skip this part. In our data, 313 slots ship in more than one certified configuration, with a median spread of 3.5 percentage points between the lowest and highest build. Fire Joker is certified at 84.26%, 87.24%, 91.23%, 94.23% and 96.15%. Legacy of Dead runs from 84.55% to 96.58%. Reactoonz from 84.51% to 96.51%. The operator chooses which build to license, and the low build on a headline game is worse than any Vegas zone average in this article.

"Online is looser" is only true if you check. Our per-game pages list every certified version, for example [Fire Joker RTP](/rtp/fire-joker), and the [highest RTP slots list](/rtp/best-rtp-slots) ranks the games worth checking in the first place. The method behind the collection is documented in our [RTP database](/rtp).

## Run your own numbers

Averages are for articles. Your trip has a bet size, a pace and a bankroll, and those three inputs change the answer more than any zone choice.

Start with the [RTP calculator](/casino/rtp-calculator): enter your bet, your spins per hour and the payback for the zone you are heading to, and it returns the expected hourly cost. Then run the same bankroll through the [volatility calculator](/casino/volatility-calculator), because payback tells you the trend and volatility tells you the swings. A high-variance game at 96% can empty a small bankroll faster than a low-variance game at 92%. That relationship is explained in [RTP vs volatility](/blog/rtp-vs-volatility-slots) if the interaction is new to you.

One more practical note for a Vegas trip. If you are travelling with someone under 21, the rules are stricter than most visitors assume and the penalties fall on the casino, which is why enforcement is real. We covered it in [can you gamble at 18 in Las Vegas](/blog/can-you-gamble-at-18-in-las-vegas).

## The verdict

The loosest slots in the Las Vegas valley are on the Boulder Strip and in the outlying Clark County locals casinos, both at roughly 93.5%. The Strip sits at 92.26%. Downtown, despite its reputation, is the tightest zone in southern Nevada at 91.55%. Drive north to Reno or Sparks and you gain another full point over the best Vegas zone.

The bigger lever, though, is in your hands rather than on the map. Moving from Strip pennies at 89.46% to Strip multi-denomination at 92.42% saves more per hour than driving to the loosest casino in the valley and playing pennies there. Pick the denomination first. The zip code is secondary.

Keep the scale of this in perspective. Every number in this article is a rate of loss, not a route to profit. The best zone in Nevada still keeps \\$5.35 of every \\$100 you cycle through. What the data buys you is a longer, cheaper session, which for most people is the actual goal.",[31,34,37,40,43,46,49,52,55,58,61,64,67
Nevada publishes payback by area, never by individual casino, so any list naming specific properties with percentages is guessing. The Strip returned 92.26%, downtown 91.55%, the Boulder Strip 93.50% and North Las Vegas 92.41% over the 12 months to May 2026. Nevada as a whole returned 92.89%.","What is the average slot payback in Las Vegas?
Nevada Regulation 14.040 sets 75% as the floor for each wager available on a device. Actual paybacks sit 16 to 19 points above that floor because casinos compete on return, not because the law demands it.","What is the legal minimum slot payback in Nevada?
The state data supports it. The two locals-heavy zones, Boulder Strip at 93.50% and the rest of Clark County at 93.49%, both beat the Strip and downtown. Locals play weekly and can switch venues, so those floors compete harder on return.","Do locals casinos really pay better than tourist casinos?
At 500 spins an hour and $1.50 a spin, that is $750 through the machine per hour. Expected cost per hour is about $58 on the Strip, $63 downtown and $49 on the Boulder Strip. Across 16 hours of play the gap between the Strip and Boulder is roughly $149.","How much does the difference actually cost me?
No. The card tracks your play for comps and does not connect to the random number generator or the paytable. Playing without a card gives up rewards for nothing in return.","Does a players card make slots tighter?
Not on the fly. Changing a payback setting requires swapping or reconfiguring the game program under a regulated procedure, and the machine cannot be in play. Weekend and weekday percentages come from player mix, not from a switch.","Can a casino loosen a machine when the floor is busy?
On paper, yes. Across 3,674 slots in our database the median published RTP is 96.14%, while no Nevada zone averages above 94.74%. The catch is that many games ship in several certified versions and the operator picks which one to run.","Are online slots looser than Vegas machines?
Wide-area progressives fund the headline jackpot out of your return, so their payback sits well below standard machines. Nevada stopped breaking the category out separately in the current report format, but historically it ran in the mid-80s.","Is Megabucks worth playing for the jackpot?
The Nevada Gaming Control Board Monthly Revenue Report for May 2026, covering the 12 months from 1 June 2025 to 31 May 2026.
